Director of Student Support Services - Elementary

(Administrative Position – 12 mo position)

Minimum Requirements:

  1. New York State administrative certification SDA or SDL

  2. A minimum of five years of successful teaching experience and three years of successful administrative experience

  3. Special Education, CPSE/CSE, and/or other Related Services experience preferred

  4. Demonstrated knowledge of  NYS learning standards, assessments, and the ability to review and analyze data 

  5. Demonstrated leadership skills, strong communication skills, & organizational skills

Assistant Superintendent for Instruction or designee               

Purpose of Position:

The Director of Student Support Services oversees all facets of student support services for Kindergarten through 5th grade, including programs, services, personnel and budget. S/he reports to the Assistant Superintendent for Instruction or designee and supervises the CSE/CPSE Chairperson, special education teachers, student support services staff, paraprofessionals and other support staff.  The Director of Student Support Services utilizes his/her leadership, supervisory, and administrative skills to ensure effective delivery and continued improvement in the area of student support services and to promote the educational development of all students.  

Duties:

  1. Student Support Services Leadership 

    1. Highly visible in the QES and WHBIS buildings, on school grounds, and at district events both during the day and evenings; 

    2. Proactively establishes and maintains an emotionally healthy and physically safe environment conducive to the total educational development of the students and the professional development of the staff, and provides for emergency situations;

    3. Responsible and accountable for the development, implementation and evaluation of special education programs at the K-5 level in accordance with state laws and regulations;

    4. Coordinates and/or facilitates the Individualized Educational Program (IEP) process at the K-5 level;   

    5. Coordinates the hard-to-place out-of-district and out-of-State K-5 students to ensure compliance with district and State guidelines; 

    6. Collaborates with teachers, principals, and other school personnel to design appropriate K-5 interventions for the modification of student behavior;

    7. Acts as K-5 CSE Chairperson as necessary;

    8. Completes federal and state grants related to student support services as necessary;

    9. Acts as the K-5 504 Coordinator;

    10. Liaison to BOCES, other out of district placement agencies, outside agencies for OT/PT and mental health services at the K-5 level;

    11. Stays current in all local, state, and federal regulations, laws, and mandates pertaining to special education and other student support services.  Demonstrates an understanding of  Part 100 and Part 200 of the Commissioner’s Regulation;

    12. Oversees management of Medicaid eligible services and Medicaid billing and  reimbursement at the K-5 level;

    13. Oversees contract employees

    14. Maintains Therapeutic Crisis Intervention (TCIS) certification;

    15. Contributes and participates as a member of the K-5 Crisis Response Team;

    16. Assists with the development of the K-5 Master Schedule related to special education and related services; 

    17. Oversees completion of STAC for K-5 special education students.

  2. Curriculum and Instruction: 

    1. Acts as the primary instructional leader for K-5 special education; 

    2. Provides support to ensure effective instructional strategies, classroom management, learning assessment and diagnosis, and research related to K-5 special education services and mental health supports for struggling students;

    3. Collects, analyzes, sorts, tracks, and communicates statistical data regarding K-5 special education student achievement.   Facilitates department and/or building level meetings to review and analyze data.  Encourages teacher use of student data from assessments to improve instruction.  Attends quarterly district data meetings;

    4. Assists with the development, revision, and evaluation of the curriculum, including but not limited to co-leading with the Director of Student Support Services - Secondary Special Education curriculum renewal efforts and assisting in developing and revising curriculum maps; 

    5. Supports a culture of collegiality within the framework of Professional Learning Communities; 

    6. Supports Learning Focus Strategies, including modeling research based strategies, participating in walk-through and conferencing on unit planning and/or classroom instruction.

  3. Personnel and Employee Relations

    1. Visible and accessible to K-5 special education and/or related services staff at all times;

    2. Assists in the selection and hiring of new K-5 special education and related services staff and assignment of K-5 special education and related services staff in collaboration with principals;

    3. Assists with the supervision and evaluation of K-5 instructional special education staff - performs classroom observations, evaluations. assists with the creation and implementation of TIPs;

    4. Evaluates special education aides and T/As at the K-5 level; 

    5. Conducts staff meetings on regular basis including but not limited to meeting with K-5 Special Education staff on a monthly basis in each building; 

    6. Supervises the CPSE Chairperson and all personnel for Special Education (Teachers, Teaching Assistants, Aides, and Related Services personnel);

    7. Ensures that all K-5 student support services staff are evaluated in accordance with district guidelines;

    8. Orients newly assigned/hired K-5 staff members and assists in their development, as appropriate.

  4. Student/Parent/Community Relations

    1. Visible and accessible to K-5 students, parents, and community;

    2. Works with parents of K-5 special education children to assist them in understanding the role of the district and their role and responsibility in the education of their child; 

    3. Liaison to community organizations and agencies related to K-5 student support services (State and County agencies); 

    4. Makes arrangements for special conferences between parents and teachers;

    5. Encourages parent/community participation in school life.

  5. Other Duties

    1. Supervises during critical times at school buildings/events (e.g. morning arrival, afternoon dismissal, special occasions, etc.) 

    2. Works collaboratively with and supports the efforts of the Superintendent and other district administrators in implementing district goals;

    3. Oversees special education and/or related services purchase orders K-5 in Wincap

    4. Member of the Health/Wellness Committee and PD Committee;

    5. Participates in department meetings, building-level meetings, district-level meetings, Board meetings, and other meetings as required and/or appropriate;

    6. Performs other related duties as assigned.
